When the Egyptians realize nothing they're doing is working, they get desperate. They decided to limit the population of the Israelites most cruelly. But because the women in charge of helping deliver babies feared God, they rejected the Pharaoh's command and did what they knew God would want.
Even in the bleakest moments, God had people in this city who feared him, and that tiny ray of light would change the course of history. Because there were people who feared God, we get Moses. And through Moses, we eventually get Jesus.
