The scene was set at the end of the last chapter: Paul has been seized by some Jews, then seized by the Romans in order to save his life, and finally, he is given permission by the Tribune to address the crowd that has gathered. Let’s remember the context as we read, Paul is addressing a Jewish crowd and is going to speak to them in Hebrew.
