Paul’s Desire and Supplication for the Salvation of Israel
1 Brothers, the desire of my heart and my supplication to God for them is for their* salvation. 2 For I testify about them that they have a zeal, but not according to knowledge. 3 For not knowing about the righteousness of God, and seeking to establish their own,* they did not submit themselves to the righteousness of God. 4 For Christ is the end of the Law for righteousness to everyone who believes.
Universal Invitation to Believe in Christ
5 For Moses writes about the righteousness that is by the Law, that “The man* who has done these things will live by them.”** 6 But the righteousness of faith speaks thus: “Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring down Christ), 7 or “Who will descend into the abyss?” (that is, to bring up Christ from the dead). 8 But what does it say? “The word is near you, it is in your mouth and in your heart”* (that is, the word of faith which we preach), 9 because if you confess with your mouth* “Jesus is Lord,” and believe in your heart that God raised Him from the dead, you will be saved. 10 For with the heart one believes, leading to righteousness,* and with the mouth one confesses, leading to salvation. 11 For the Scripture says, “Everyone who believes in Him will not be disgraced.”* 12 For there is no distinction between Jew and Greek, for the same Lord is Lord of all, dispensing His riches to all who call on Him. 13 “For everyone who calls on the name of the Lord will be saved.”*
14 How then are they to call on Him in whom they have not believed? And how are they to believe in Him of whom they have not heard? And how are they to hear apart from one who preaches? 15 And how are they to preach unless they are sent? Just as it is written: “How timely are the feet of those* who preach the gospel of good things.”*
16 But not all have obeyed the gospel, for Isaiah says, “Lord, who has believed our report?”* 17 So faith arises* from hearing, and hearing through the word of Christ.* 18 But I ask, have they never heard? Certainly they have,*
“Their voice has gone out into all the earth,
and their words to the ends of the world.”*
19 But I ask, did Israel not know? First, Moses says,
“I will provoke you to jealousy by those who are not a nation;
by a foolish nation I will exasperate you.”*
20 And Isaiah assumes boldness and* says,
“I was found by those who did not seek Me;
I became manifest to those who did not inquire after Me.”*
21 But concerning Israel He says,
“All the day long I have stretched out My hands
to a people who are disobedient and insubordinate.”*
