Shemoth (Exodus) 18:20-21

And you shall enlighten them concerning the laws and the Torot, and show them the way in which they should walk and the work which they do. But you yourself, seek out from all the people able men, who fear Elohim, men of truth, hating unfair gain. And place these over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
