What is authority?

Steve W. Lemke says that, “All authority could be characterized as either intrinsic or delegated. Intrinsic authority is dominion one exercises because it is innate (naturally occurring) in that person or inherent in the office held by that person. Only the triune God has purely intrinsic authority. Delegated authority is given from one who has intrinsic authority to one serving in an office or carrying out a function. Delegated authority is not in itself innately or inherently authoritative; it is authority derived from one whose authority is intrinsic.”

So as Jesus is the son of God, part of the triune God, or the trinity, he possesses intrinsic authority and delegates the disciples to administer this authority in this case over evil spirits.

What is an evil spirit?
The term unclean spirit is translated into the greek as akthartos and is mentioned in the new testament over 20 times. In various passages we read that unclean spirits can possess people and cause them sickness and harm (Matthew 10:1; 12:43; Mark 1:26; Luke 4:36; 6:18; Acts 5:16; 8:7); that they are searching for someone to possess if they are not currently possessing someone (Matthew 12:43); that some are more unclean or evil than others (Luke 11:26); that unclean spirits can interact with one another (Mark 5:1–20; Matthew 12:45); When the legion of demons possessed the gerasene man, but also that unclean spirits are under God’s authority and must submit to Him (Mark 1:27; 3:11; 5:8, 13).

The Greek word for repent, is "metanoeo," it means to change one's mind or to turn around.
