Government's role: Punish wrong. Promote good.

1. Submit. Arrange appropriately under.

One could be civilly disobedient to a given law and submit to the authority's right to punish such a disobedience, thereby showing that one is not in rebellion against the state. —Ben Witherington

2. Do right. Cooperate in every way possible.

3. Pay taxes.

4. Respect and honor.
