Why do we have Elders and Deacons?
“Then the Twelve summoned the whole company of the disciples and said, “It would not be right for us to give up preaching about God to handle financial matters. Therefore, brothers, select from among you seven men of good reputation, full of the Spirit and wisdom, whom we can appoint to this duty. But we will devote ourselves to prayer and to the preaching ministry.” (Acts 6:2-4)

How are the Elders and Deacons selected?
“This saying is trustworthy: “If anyone aspires to be an overseer, he desires a noble work.” (1 Timothy 3:1)

God calls them. (Acts 20:28; Ephesians 4:11)
Church members recognize their calling and recommend them. (Acts 6:5-6)
Elders (Paul and Barnabas) appoint/choose them. (Acts 14:23)

At SVCC, the Elders and Deacons consider those who “aspire” to be an elder or deacon, with deacons being recommended by the congregation.
