Exodus 15:22-26 - The Israelites murmured and complained and were not punished (before Sinai).

Slave Mentality
The only explanation for why they were so afraid has to be spending 400 years as slaves in Egypt where their confidence is low, they are used to being told what to do, and the only “gods” they know are the ones in Egypt. God destroyed each of those “gods of Egypt” with plagues. So they witnessed all of this and now, the God they’ve heard about, the God of their forefathers, has invited them to a real personal encounter for the first time, and they refuse.

God Always Tests His People Before He Blesses Them
Moses tells Israel, “Do not be afraid. God has come to test you…”. God does this a lot. He tested Abraham in Genesis 22 to sacrifice his son Isaac. Jesus' ministry even represented using offense to test the faith of people.

Consequences of Israel’s Rejection
They are rejecting a Royal Grant covenant offer! Instead they are sending back a request for something else, making Moses their representative/priest. Therefore God is going to replace the offer of a Grant covenant with a Kinship covenant…. and that’s where we will pick up in the next part of the series.
