With one mind they plot together; they form an alliance against you— the tents of Edom and the Ishmaelites, of Moab and the Hagrites, Byblos, Ammon and Amalek, Philistia, with the people of Tyre. Even Assyria has joined them to reinforce Lot’s descendants.

For they conspire with one accord; against you they make a covenant— the tents of Edom and the Ishmaelites, Moab and the Hagrites, Gebal and Ammon and Amalek, Philistia with the inhabitants of Tyre; Asshur also has joined them; they are the strong arm of the children of Lot. Selah

Yes, this was their unanimous decision. They signed a treaty as allies against you— these Edomites and Ishmaelites; Moabites and Hagrites; Gebalites, Ammonites, and Amalekites; and people from Philistia and Tyre. Assyria has joined them, too, and is allied with the descendants of Lot. Interlude
