When Israel became strong, they pressed the Canaanites into forced labor but never drove them out completely.

Neither did Zebulun drive out the Canaanites living in Kitron or Nahalol, so these Canaanites lived among them, but Zebulun did subject them to forced labor. Nor did Asher drive out those living in Akko or Sidon or Ahlab or Akzib or Helbah or Aphek or Rehob. The Asherites lived among the Canaanite inhabitants of the land because they did not drive them out. Neither did Naphtali drive out those living in Beth Shemesh or Beth Anath; but the Naphtalites too lived among the Canaanite inhabitants of the land, and those living in Beth Shemesh and Beth Anath became forced laborers for them. The Amorites confined the Danites to the hill country, not allowing them to come down into the plain. And the Amorites were determined also to hold out in Mount Heres, Aijalon and Shaalbim, but when the power of the tribes of Joseph increased, they too were pressed into forced labor.

When Israel grew strong, they put the Canaanites to forced labor, but did not drive them out completely.

Zebulun did not drive out the inhabitants of Kitron, or the inhabitants of Nahalol, so the Canaanites lived among them, but became subject to forced labor. Asher did not drive out the inhabitants of Acco, or the inhabitants of Sidon or of Ahlab or of Achzib or of Helbah or of Aphik or of Rehob, so the Asherites lived among the Canaanites, the inhabitants of the land, for they did not drive them out. Naphtali did not drive out the inhabitants of Beth-shemesh, or the inhabitants of Beth-anath, so they lived among the Canaanites, the inhabitants of the land. Nevertheless, the inhabitants of Beth-shemesh and of Beth-anath became subject to forced labor for them. The Amorites pressed the people of Dan back into the hill country, for they did not allow them to come down to the plain. The Amorites persisted in dwelling in Mount Heres, in Aijalon, and in Shaalbim, but the hand of the house of Joseph rested heavily on them, and they became subject to forced labor.

When the Israelites grew stronger, they forced the Canaanites to work as slaves, but they never did drive them completely out of the land.

The tribe of Zebulun failed to drive out the residents of Kitron and Nahalol, so the Canaanites continued to live among them. But the Canaanites were forced to work as slaves for the people of Zebulun. The tribe of Asher failed to drive out the residents of Acco, Sidon, Ahlab, Aczib, Helbah, Aphik, and Rehob. Instead, the people of Asher moved in among the Canaanites, who controlled the land, for they failed to drive them out. Likewise, the tribe of Naphtali failed to drive out the residents of Beth-shemesh and Beth-anath. Instead, they moved in among the Canaanites, who controlled the land. Nevertheless, the people of Beth-shemesh and Beth-anath were forced to work as slaves for the people of Naphtali. As for the tribe of Dan, the Amorites forced them back into the hill country and would not let them come down into the plains. The Amorites were determined to stay in Mount Heres, Aijalon, and Shaalbim, but when the descendants of Joseph became stronger, they forced the Amorites to work as slaves.

Zebulun failed to drive out the residents of Kitron or the residents of Nahalol,  so the Canaanites lived among them and served as forced labor. Asher failed to drive out the residents of Acco or of Sidon, or Ahlab, Achzib, Helbah, Aphik, or Rehob. The Asherites lived among the Canaanites who were living in the land, because they failed to drive them out. Naphtali did not drive out the residents of Beth-shemesh or the residents of Beth-anath. They lived among the Canaanites who were living in the land, but the residents of Beth-shemesh and Beth-anath served as their forced labor. The Amorites  forced the Danites into the hill country and did not allow them to go down into the valley. The Amorites were determined to stay in Har-heres, Aijalon,  and Shaalbim. When the house of Joseph got the upper hand, the Amorites were made to serve as forced labor.

And it came to pass, when Israel was strong, that they put the Canaanites to tribute, and did not utterly drive them out.

Neither did Zebulun drive out the inhabitants of Kitron, nor the inhabitants of Nahalol; but the Canaanites dwelt among them, and became tributaries. Neither did Asher drive out the inhabitants of Accho, nor the inhabitants of Zidon, nor of Ahlab, nor of Achzib, nor of Helbah, nor of Aphik, nor of Rehob: but the Asherites dwelt among the Canaanites, the inhabitants of the land: for they did not drive them out. Neither did Naphtali drive out the inhabitants of Beth-shemesh, nor the inhabitants of Beth-anath; but he dwelt among the Canaanites, the inhabitants of the land: nevertheless the inhabitants of Beth-shemesh and of Beth-anath became tributaries unto them. And the Amorites forced the children of Dan into the mountain: for they would not suffer them to come down to the valley: but the Amorites would dwell in mount Heres in Aijalon, and in Shaalbim: yet the hand of the house of Joseph prevailed, so that they became tributaries.

But Manasseh never managed to drive out Beth Shan, Taanach, Dor, Ibleam, and Megiddo with their territories. The Canaanites dug in their heels and wouldn’t budge. When Israel became stronger they put the Canaanites to forced labor, but they never got rid of them.

Nor did Zebulun drive out the Canaanites in Kitron or Nahalol. They kept living there, but they were put to forced labor. Nor did Asher drive out the people of Acco, Sidon, Ahlab, Aczib, Helbah, Aphek, and Rehob. Asher went ahead and settled down with the Canaanites since they could not get rid of them. Naphtali fared no better. They couldn’t drive out the people of Beth Shemesh or Beth Anath so they just moved in and lived with them. They did, though, put them to forced labor. The Amorites pushed the people of Dan up into the hills and wouldn’t let them down on the plains. The Amorites stubbornly continued to live in Mount Heres, Aijalon, and Shaalbim. But when the house of Joseph got the upper hand, they were put to forced labor.

And it came about, when Israel became strong, that they put the Canaanites to forced labor; but they did not drive them out completely.

[The warriors of the tribe of] Zebulun did not drive out the inhabitants of Kitron or of Nahalol; so the Canaanites lived among them and were put to forced labor. [The warriors of the tribe of] Asher did not drive out the inhabitants of Acco, or the inhabitants of Sidon, or of Ahlab, or of Achzib, or of Helbah, or of Aphik, or of Rehob. So the Asherites lived among the Canaanites, the inhabitants of the land, because they did not drive them out. Neither did [the warriors of] Naphtali drive out the inhabitants of Beth-shemesh, or the inhabitants of Beth-anath, but they lived among the Canaanites, the inhabitants of the land; and the inhabitants of Beth-shemesh and of Beth-anath became forced labor for them. Then the Amorites forced the sons of Dan [back] into the hill country, for they would not allow them to come down into the valley; yet the Amorites persisted in living on Mount Heres (the mountain of the sun), in Aijalon, and in Shaalbim; but when the power of the house (descendants) of Joseph became strong and prevailed, they became forced labor.

Whenever Israel was strong militarily, they forced the Canaanites to do hard labor, but they never totally conquered them.

The men of Zebulun did not conquer the people living in Kitron and Nahalol. The Canaanites lived among them and were forced to do hard labor. The men of Asher did not conquer the people living in Acco or Sidon, nor did they conquer Ahlab, Aczib, Helbah, Aphek, or Rehob. The people of Asher live among the Canaanites residing in the land because they did not conquer them. The men of Naphtali did not conquer the people living in Beth Shemesh or Beth Anath. They live among the Canaanites residing in the land. The Canaanites living in Beth Shemesh and Beth Anath were forced to do hard labor for them. The Amorites forced the people of Dan to live in the hill country. They did not allow them to live in the coastal plain. The Amorites managed to remain in Har Heres, Aijalon, and Shaalbim. Whenever the tribe of Joseph was strong militarily, the Amorites were forced to do hard labor.
