Amazed and perplexed, they asked one another, “What does this mean?” Some, however, made fun of them and said, “They have had too much wine.” Then Peter stood up with the Eleven, raised his voice and addressed the crowd: “Fellow Jews and all of you who live in Jerusalem, let me explain this to you; listen carefully to what I say. These people are not drunk, as you suppose. It’s only nine in the morning! No, this is what was spoken by the prophet Joel: “ ‘In the last days, God says, I will pour out my Spirit on all people. Your sons and daughters will prophesy, your young men will see visions, your old men will dream dreams.

Make no mistake about this. These people are not drunk, as some of you are assuming. Nine o’clock in the morning is much too early for that. Your young men will see visions, and your old men will dream dreams.

They talked back and forth, confused: “What’s going on here?” Others joked, “They’re drunk on cheap wine.” That’s when Peter stood up and, backed by the other eleven, spoke out with bold urgency: “Fellow Jews, all of you who are visiting Jerusalem, listen carefully and get this story straight. These people aren’t drunk as some of you suspect. They haven’t had time to get drunk—it’s only nine o’clock in the morning. This is what the prophet Joel announced would happen
