20
1 THE Lord said also to Joshua,
2 Say to the Israelites, Appoint among you cities of refuge, of which I spoke to you through Moses,
3 That the slayer who kills anyone accidentally and unintentionally may flee there; and they shall be your refuge from the avenger of blood. [Num. 35:10ff.]
4 He who flees to one of those cities shall stand at the entrance of the gate of the city and explain his case to the elders of that city; they shall receive him to [the protection of] that city and give him a place to dwell among them.
5 If the avenger of blood pursues him, they shall not deliver the slayer into his hand, because he killed his neighbor unintentionally, having had no hatred for him previously.
6 And he shall dwell in that city until he has been tried before the congregation and until the death of him who is the high priest in those days. Then the slayer shall return to his own city from which he fled and to his own house.
7 And they set apart and consecrated Kedesh in Galilee in the hill country of Naphtali and Shechem in the hill country of Ephraim and Kiriath-arba (that is, Hebron) in the hill country of Judah.
8 Beyond the Jordan east of Jericho they appointed Bezer in the wilderness tableland from the tribe of Reuben, and Ramoth in Gilead from the tribe of Gad, and Golan in Bashan from the tribe of Manasseh.
9 These cities were for all the Israelites and the stranger sojourning among them, that whoever killed a person unintentionally might flee there and not be slain by the avenger of blood until he had been tried before the congregation.

The Cities of Refuge
1Then the Lord said to Joshua, 2“Say to the people of Israel, #Ex. 21:13; See Num. 35:6, 11-14; Deut. 4:41-43; 19:2-9‘Appoint the cities of refuge, of which I spoke to you through Moses, 3that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood. 4He shall flee to one of these cities and shall stand #[Deut. 21:19; Ruth 4:1, 2; Ps. 127:5]at the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. 5And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past. 6And he shall remain in that city #Num. 35:12, 24, 25until he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’”
7So they set apart #ch. 21:32; 1 Chr. 6:76 Kedesh in Galilee in the hill country of Naphtali, and #ch. 21:21 Shechem in the hill country of Ephraim, and #ch. 21:11, 13; See ch. 14:13-15 Kiriath-arba (that is, Hebron) #ch. 21:11; Luke 1:39in the hill country of Judah. 8And beyond the Jordan east of Jericho, they appointed #ch. 21:36; 1 Chr. 6:78 Bezer in the wilderness on the tableland, from the tribe of Reuben, and #ch. 21:38; [1 Kgs. 22:3] Ramoth in Gilead, from the tribe of Gad, and #ch. 21:27; 1 Chr. 6:71Golan in Bashan, from the tribe of Manasseh. 9These were the cities designated for all the people of Israel and #Num. 35:15for the stranger sojourning among them, that anyone who killed a person without intent could flee there, so that he might not die by the hand of the avenger of blood, till he stood before the congregation.
