The Message of Salvation to All
5For #Cited from Lev. 18:5 Moses writes about the righteousness that is based on the law, that #Neh. 9:29; Ezek. 20:11, 13, 21; Matt. 19:17; Luke 10:28; Gal. 3:12; [ch. 7:10]the person who does the commandments shall live by them. 6But #See ch. 9:30 the righteousness based on faith says, #[Deut. 30:12, 13]“Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down) 7“or ‘Who will descend into the #See Rev. 9:1 abyss?’” (that is, #Heb. 13:20to bring Christ up from the dead). 8But what does it say? #Cited from Deut. 30:14“The word is near you, in your mouth and in your heart” (that is, the word of faith that we proclaim); 9because, if #Matt. 10:32; Luke 12:8; [1 Cor. 12:3; Phil. 2:11] you confess with your mouth that Jesus is Lord and #See Acts 16:31 believe in your heart #[1 Pet. 1:21]; See Acts 2:24that God raised him from the dead, you will be saved. 10For with the heart one believes and is justified, and with the mouth one confesses and is saved. 11For the Scripture says, #See ch. 9:33“Everyone who believes in him will not be put to shame.” 12#See ch. 3:22, 29 For there is no distinction between Jew and Greek; #Acts 10:36 for the same Lord is Lord of all, #See ch. 2:4bestowing his riches on all who call on him. 13For #Acts 2:21; Cited from Joel 2:32“everyone who calls on the name of the Lord will be saved.”
14How then will they call on him in whom they have not believed? And how are they to believe in him #Eph. 4:21; [John 9:36; 17:20] of whom they have never heard?#10:14 Or him whom they have never heard And how are they to hear #[Acts 8:31; Titus 1:3]without someone preaching? 15And how are they to preach unless they are sent? As it is written, #Cited from Isa. 52:7; [Nah. 1:15; Eph. 6:15]“How beautiful are the feet of those who preach the good news!” 16But #ch. 3:3; Heb. 4:2 they have not all obeyed the gospel. For Isaiah says, #John 12:38; Cited from Isa. 53:1“Lord, who has believed what he has heard from us?” 17So #Gal. 3:2, 5faith comes from hearing, and hearing through the word of Christ.
18But I ask, have they not heard? Indeed they have, for
# Cited from Ps. 19:4; [1 Thess. 1:8] “Their voice has gone out #[Mark 16:15]; See Matt. 24:14to all the earth,
and their words to the ends of the world.”
19But I ask, did Israel not understand? First Moses says,
# Cited from Deut. 32:21 “I will #ch. 11:11, 14 make you jealous of those who are not a nation;
with a #[Titus 3:3]foolish nation I will make you angry.”
20Then Isaiah is so bold as to say,
# Cited from Isa. 65:1; [ch. 9:30] “I have been found by those who did not seek me;
I have shown myself to those who did not ask for me.”
21But of Israel he says, #Cited from Isa. 65:2“All day long I have held out my hands to a disobedient and contrary people.”

If You Believe You Will Be Saved
1Brothers and sisters, my heart’s desire and prayer to God on behalf of the Jewish people is that they would be saved. 2I can assure you that they are deeply devoted to God, but they are misguided. 3They don’t understand ⌞how to receive⌟ God’s approval. So they try to set up their own way to get it, and they have not accepted God’s way for receiving his approval. 4Christ is the fulfillment of Moses’ Teachings so that everyone who has faith may receive God’s approval.
5Moses writes about receiving God’s approval by following his laws. He says, “The person who obeys these laws will live because he obeys them.” 6However, Scripture says about God’s approval which is based on faith, “Don’t ask yourself who will go up to heaven,” (that is, to bring Christ down). 7“Don’t ask who will go down into the depths,” (that is, to bring Christ back from the dead). 8However, what else does it say? “This message is near you. It’s in your mouth and in your heart.” This is the message of faith that we spread. 9If you declare that Jesus is Lord, and believe that God brought him back to life, you will be saved. 10By believing you receive God’s approval, and by declaring your faith you are saved. 11Scripture says, “Whoever believes in him will not be ashamed.”
12There is no difference between Jews and Greeks. They all have the same Lord, who gives his riches to everyone who calls on him. 13So then, “Whoever calls on the name of the Lord will be saved.”
14But how can people call on him if they have not believed in him? How can they believe in him if they have not heard his message? How can they hear if no one tells ⌞the Good News⌟? 15How can people tell the Good News if no one sends them? As Scripture says, “How beautiful are the feet of the messengers who announce the Good News.” 16But not everyone has believed the Good News.
Isaiah asks, “Lord, who has believed our message?” 17So faith comes from hearing the message, and the message that is heard is what Christ spoke.
18But I ask, “Didn’t they hear that message?” Certainly they did! “The voice of the messengers has gone out into the whole world and their words to the ends of the earth.”
19Again I ask, “Didn’t Israel understand ⌞that message⌟?” Moses was the first to say, “I will make you jealous of people who are not a nation. I will make you angry about a nation that doesn’t understand.” 20Isaiah said very boldly, “I was found by those who weren’t looking for me. I was revealed to those who weren’t asking for me.” 21Then Isaiah said about Israel, “All day long I have stretched out my hands to disobedient and rebellious people.”
