III. Jerusalem Reproached
1Ah! Rebellious and polluted,
the tyrannical city!#The tyrannical city: Jerusalem.
2It listens to no voice,
accepts no correction;
In the Lord it has not trusted,
nor drawn near to its God.#Jer 2:30; 7:28.
3Its officials within it
are roaring lions;
Its judges are desert wolves
that have no bones to gnaw by morning.#Ez 22:27; Mi 3:11.
4Its prophets are reckless,
treacherous people;
Its priests profane what is holy,
and do violence to the law.#Ez 22:26; Hb 1:4.
5But the Lord in its midst is just,
doing no wrong;
Morning after morning rendering judgment
unfailingly, at dawn;
the wicked, however, know no shame.
6I have cut down nations,
their battlements are laid waste;
I have made their streets deserted,
with no one passing through;
Their cities are devastated,
with no one dwelling in them.#Jer 2:15.
7I said, “Surely now you will fear me,
you will accept correction;
They cannot fail to see
all I have brought upon them.”
Yet the more eagerly they have done
all their corrupt deeds.
IV. The Nations Punished and Jerusalem Restored
8Therefore, wait for me—oracle of the Lord—
until the day when I arise as accuser;
For it is my decision to gather nations,
to assemble kingdoms,
In order to pour out upon them my wrath,
all my blazing anger;
For in the fire of my passion
all the earth will be consumed.#Zep 1:18; Jl 4:2.
9For then I will make pure
the speech of the peoples,
That they all may call upon the name of the Lord,
to serve him with one accord;
10From beyond the rivers of Ethiopia
and as far as the recesses of the North,
they shall bring me offerings.
11On that day
You will not be ashamed
of all your deeds,
when you rebelled against me;
For then I will remove from your midst
the proud braggarts,
And you shall no longer exalt yourself
on my holy mountain.
12But I will leave as a remnant in your midst
a people humble and lowly,
Who shall take refuge in the name of the Lord—#Is 57:13; Ob 17.
13the remnant of Israel.
They shall do no wrong
and speak no lies;
Nor shall there be found in their mouths
a deceitful tongue;
They shall pasture and lie down
with none to disturb them.#Mi 4:4.
14Shout for joy, daughter Zion!
sing joyfully, Israel!
Be glad and exult with all your heart,
daughter Jerusalem!#Zec 9:9.
15The Lord has removed the judgment against you,
he has turned away your enemies;
The King of Israel, the Lord, is in your midst,
you have no further misfortune to fear.
16On that day, it shall be said to Jerusalem:
Do not fear, Zion,
do not be discouraged!
17The Lord, your God, is in your midst,
a mighty savior,
Who will rejoice over you with gladness,
and renew you in his love,
Who will sing joyfully because of you,#Jl 2:27.
18as on festival days.
I will remove disaster from among you,
so that no one may recount your disgrace.
19At that time I will deal
with all who oppress you;
I will save the lame,
and assemble the outcasts;
I will give them praise and renown
in every land where they were shamed.#Mi 4:6.
20At that time I will bring you home,
and at that time I will gather you;
For I will give you renown and praise,
among all the peoples of the earth,
When I bring about your restoration
before your very eyes, says the Lord.#Jl 4:1.

Judgment against Jerusalem
1Doom, obstinate one,
the defiled one,
the violent city.
2She listened to no voice;
she accepted no discipline.
She didn’t trust in the LORD,
nor did she draw near to her God.
3The princes in her midst are roaring lions.
Her judges are wolves of the evening;
they leave nothing for the morning.
4Her prophets are reckless, men of treachery.
Her priests pollute that which is holy;
they do violence to the Instruction.
5The LORD is righteous in her midst.
He does nothing unjust.
Morning by morning he renders justice,
but the unrighteous one knows no shame.
6I will cut off nations;
their towers will be destroyed;
I will devastate their streets.
No one will pass through.
Their cities will be laid waste.
There will be no person, no inhabitant left.
7I said, “Surely, she will fear me;
she will take instruction
so that her habitation won’t be cut off#3.7 Heb uncertain
because of everything I did to her.”
However, they rose early to corrupt their deeds.
8Therefore, wait for me, says the LORD,
wait for the day when I rise up as a witness,#3.8 LXX; MT it
when I decide to gather nations,
to collect kingdoms,
to pour out my indignation upon them,
all the heat of my anger.
In the fire of my jealousy,
all the earth will be devoured.
Restoration of the nations and Jerusalem
9Then I will change the speech of the peoples into pure speech,
that all of them will call on the name of the LORD
and will serve him as one.#3.9 Or with one shoulder
10From beyond the rivers of Cush,
my daughter, my dispersed ones, will bring me offerings.
11On that day, you won’t be ashamed of all your deeds
with which you sinned against me;
then I will remove from your midst those boasting with pride.
No longer will you be haughty on my holy mountain,
12but I will cause a humble and powerless people to remain in your midst;
they will seek refuge in the name of the LORD.
13The few remaining from Israel won’t commit injustice;
they won’t tell lies;
a deceitful tongue won’t be found on their lips.
They will graze and lie down;
no one will make them afraid.
14Rejoice, Daughter Zion! Shout, Israel!
Rejoice and exult with all your heart, Daughter Jerusalem.
15The LORD has removed your judgment;
he has turned away your enemy.
The LORD, the king of Israel, is in your midst;
you will no longer fear evil.
16On that day, it will be said to Jerusalem:
Don’t fear, Zion.
Don’t let your hands fall.
17The LORD your God is in your midst—a warrior bringing victory.
He will create calm with his love;
he will rejoice over you with singing.
18I will remove from you those worried about the appointed feasts.#3.18 Heb uncertain
They have been a burden for her, a reproach.
19Watch what I am about to do to all your oppressors at that time.
I will deliver the lame;
I will gather the outcast.
I will change their shame into praise and fame throughout the earth.
20At that time, I will bring all of you back,
at the time when I gather you.
I will give you fame and praise among all the neighboring peoples
when I restore your possessions and you can see them#3.20 Or before your eyes—says the LORD.
