35
1And יהוה spoke to Mosheh in the desert plains of Mo’aḇ by the Yardĕn of Yeriḥo, saying,
2“Command the children of Yisra’ĕl that they shall give the Lĕwites cities to dwell in from the inheritance of their possession. Also give the Lĕwites open land around the cities.
3“And they shall have the cities to dwell in, and their open land for their cattle, and for their herds, and for all their livestock.
4“And the open land of the cities which you give the Lĕwites are from the wall of the city outward a thousand cubits all around.
5“And you shall measure outside the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits. And the city is in the middle. This is to them the open land for the cities.
6“And the cities which you give to the Lĕwites are the six cities of refuge, which you give to the man-slayer to flee to, and to these you add forty-two cities.
7“All the cities which you give to the Lĕwites are forty-eight, these with their open land.
8And the cities which you give are from the possession of the children of Yisra’ĕl. From the larger tribe you give many, from the smaller you give few, each one gives some of its cities to the Lĕwites, in proportion to the inheritance that each inherits.”
9And יהוה spoke to Mosheh, saying,
10“Speak to the children of Yisra’ĕl, and say to them, ‘When you pass over the Yardĕn into the land of Kena‛an,
11then you shall choose cities to be cities of refuge for you, that the man-slayer who struck someone mistakenly shall flee there.
12And they shall be cities of refuge for you from the revenger, and the man-slayer is not to die until he stands before the congregation for right-ruling.
13And of the cities which you give, six are to be cities of refuge.
14Give three cities beyond the Yardĕn, and give three cities in the land of Kena‛an, as cities of refuge.
15These six cities are for refuge for the children of Yisra’ĕl, and for the sojourner, and for the settler in their midst, for anyone who mistakenly strikes someone to flee there.
16But if he has stricken him with an instrument of iron, so that he dies, he is a murderer. The murderer shall certainly be put to death.
17And if he has stricken him with a stone in the hand, by which one could die, and he does die, he is a murderer. The murderer shall certainly be put to death.
18Or if he has stricken him with a wooden instrument that could kill, and he does die, he is a murderer. The murderer shall certainly be put to death.
19The revenger of blood himself puts the murderer to death. When he meets him, he puts him to death.
20And if he thrusts him through in hatred, or throws an object at him while lying in wait, so that he dies,”
21or in enmity he strikes him with his hand so that he dies, the one who struck him shall certainly be put to death, for he is a murderer. The revenger of blood puts the murderer to death when he meets him.
22But if he pushes him suddenly without enmity, or throws an object at him without lying in wait,
23or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm,
24then the congregation shall judge between him who struck someone and the revenger of blood, according to these right-rulings.
25And the congregation shall rescue the man-slayer from the hand of the revenger of blood, and the congregation shall return him to the city of refuge where he had fled, and he shall remain there until the death of the high priest who was anointed with the set-apart oil.
26But if the man-slayer at any time goes outside the limits of the city of refuge where he fled,
27and the revenger of blood finds him outside the limits of his city of refuge, and the revenger of blood executes the man-slayer, he is not guilty of blood,
28because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the man-slayer is to return to the land of his possession.
29And these shall be for a law of right-ruling to you throughout your generations in all your dwellings.
30Whoever strikes a being, the murderer shall be executed by the mouth of witnesses, but one witness does not bear witness against someone to die.
31And take no ransom for the life of a murderer who is guilty of death, but he shall certainly be put to death.
32And take no ransom for him who has fled to his city of refuge to return to dwell in the land before the death of the priest.
33And do not profane the land where you are, for blood profanes the land, and the land is not pardoned for the blood that is shed on it, except by the blood of him who shed it.
34And do not defile the land which you inhabit, in the midst of which I dwell, for I, יהוה, am dwelling in the midst of the children of Yisra’ĕl.’ ”

Cities for the Levites
1And the Lord spoke to Moses in #Num. 33:50the plains of Moab by the Jordan across from Jericho, saying: 2#Josh. 14:3, 4; 21:2, 3; Ezek. 45:1; 48:10–20“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites #Lev. 25:32–34common-land around the cities. 3They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. 4The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. 5And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.
6“Now among the cities which you will give to the Levites you shall appoint #Deut. 4:41; Josh. 20:2, 7, 8; 21:3, 13six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. 7So all the cities you will give to the Levites shall be #Josh. 21:41forty-eight; these you shall give with their common-land. 8And the cities which you will give shall be #Josh. 21:3from the possession of the children of Israel; #Num. 26:54; 33:54from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”
Cities of Refuge
9Then the Lord spoke to Moses, saying, 10“Speak to the children of Israel, and say to them: #Deut. 19:2; Josh. 20:1–9‘When you cross the Jordan into the land of Canaan, 11then #Ex. 21:13; Num. 35:22–25; Deut. 19:1–13you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12#Deut. 19:6; Josh. 20:3, 5, 6They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13And of the cities which you give, you shall have #Num. 35:6six cities of refuge. 14#Deut. 4:41; Josh. 20:8You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15These six cities shall be for refuge for the children of Israel, #Num. 15:16for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

He is a murderer. The avenger of blood shall put the murderer to death when he meets him.
22‘However, if he pushes him suddenly #Ex. 21:13without enmity, or throws anything at him without lying in wait, 23or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24then #Num. 35:12; Josh. 20:6the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and #Josh. 20:6he shall remain there until the death of the high priest #Ex. 29:7; Lev. 4:3; 21:10who was anointed with the holy oil. 26But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood, 28because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.
29‘And these things shall be #Num. 27:11a statute of judgment to you throughout your generations in all your dwellings. 30Whoever kills a person, the murderer shall be put to death on the #Deut. 17:6; 19:15; Matt. 18:16; John 7:51; 8:17, 18; 2 Cor. 13:1; Heb. 10:28testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33So you shall not pollute the land where you are; for blood #Deut. 21:7, 8; Ps. 106:38defiles the land, and no atonement can be made for the land, for the blood that is shed on it, except #Gen. 9:6by the blood of him who shed it. 34Therefore #Lev. 18:24, 25; Deut. 21:23do not defile the land which you inhabit, in the midst of which I dwell; for #Ex. 29:45, 46I the Lord dwell among the children of Israel.’ ”
