Israel Will Return to God
1The Lord said:
Israel, I promise
that someday all your tribes
will again be my people,
and I will be your God.
2In the desert I was kind
to those who escaped death.
I gave them peace,
and when the time is right,
I'll do the same for you.#31.2 In the desert … same for you: One possible meaning for the difficult Hebrew text.
I, the Lord, have spoken.
The Lord Will Rebuild Israel
3Some time ago, the Lord appeared to me#31.3 Some time … me: Or “The Lord appeared to me from far away.” and told me to say:
Israel, I will always love you;
that's why I've been so patient
and kind.
4You are precious to me,
and so I will rebuild
your nation.
Once again you will dance for joy
and play your tambourines.
5You will plant vineyards
on the hills of Samaria
and enjoy the grapes.
6Someday those who guard
the hill country of Ephraim
will shout, “Let's go to Zion
and worship the Lord our God.”
Israel Will Return to Its Own Land
7The Lord says:
Celebrate and sing for Israel,
the greatest of nations.
Offer praises and shout,
“Come and rescue
your people, Lord!
Save what's left of Israel.”
8I, the Lord, will bring
my people back from Babylonia#31.8 Babylonia: The Hebrew text has “that country in the north,” referring to Babylonia.
and everywhere else on earth.
The blind and the lame
will be there.
Expectant mothers
and women about to give birth
will come and be part
of that great crowd.
9They will weep and pray
as I bring them home.
I will lead them
to streams of water.

and not stumble.

10Listen to me, you nations
nearby or across the sea.
I scattered the people of Israel,
but I will gather them again.
I will protect them like a shepherd
guarding a flock;
11I will rescue them from enemies
who could overpower them.
12My people will come
to Mount Zion
and celebrate;
their faces will glow
because of my blessings.
I'll give them grain, grapes,
and olive oil,
as well as sheep and cattle.
Israel will be prosperous
and grow like a garden
with plenty of water.
13Young women and young men,
together with the elderly,
will celebrate and dance,
because I will comfort them
and turn their sorrow
into happiness.
14I will bless my people
with more food
than they need,
and the priests will enjoy
the choice cuts of meat.
I, the Lord, have spoken.
The Lord Offers Hope

and refuses to be comforted,
because they are dead.

to dry your tears.
Someday your children
will come home
from the enemy's land.
Then all you have done for them
will be greatly rewarded.
17So don't lose hope.
I, the Lord, have spoken.

and say to me,
“We were like wild bulls,
but you, Lord, broke us,
and we learned to obey.
You are our God—
please let us come home.
19When we were young,
we strayed and sinned,
but then we realized
what we had done.
We are ashamed and disgraced
and want to return to you.”
20People of Israel,
you are my own dear children.
Don't I love you best of all?
Though I often make threats,
I want you to be near me,
so I will have mercy on you.
I, the Lord, have spoken.
21With rock piles and signposts,
mark the road well,
my dear people.
The road by which you left
by will now lead you home.
22Will you ever decide
to be faithful?
I will make sure that someday
things will be different,
as different as a woman

The Lord Will Bring Judah Home
23The Lord All-Powerful, the God of Israel, said:
I promise to set the people of Judah free and to lead them back to their hometowns. And when I do, they will once again say,
“We pray that the Lord
will bless his home,
the sacred hill in Jerusalem
where his temple stands.”
24The people will live in Jerusalem and in the towns of Judah. Some will be farmers, and others will be shepherds. 25Those who feel tired and worn out will find new life and energy, 26and when they sleep, they will wake up refreshed.#31.26 and when they sleep … refreshed: One possible meaning for the difficult Hebrew text.
27Someday, Israel and Judah will be my field where my people and their livestock will grow. 28In the past, I took care to uproot them, to tear them down, and to destroy them. But when that day comes, I will take care to plant them and help them grow. 29#Ez 18.2. No longer will anyone go around saying,
“Sour grapes eaten by parents
leave a sour taste in the mouths
of their children.”
30When that day comes, only those who eat sour grapes will get the sour taste, and only those who sin will be put to death.
The New Agreement with Israel and Judah

The time will surely come when I will make a new agreement with the people of Israel and Judah. 32It will be different from the agreement I made with their ancestors when I led them out of Egypt. Although I was their God, they broke that agreement.

He 10.16. Here is the new agreement that I, the Lord, will make with the people of Israel:
“I will write my laws
on their hearts and minds.
I will be their God,
and they will be my people.

He 10.17. “No longer will they have to teach one another to obey me. I, the Lord, promise that all of them will obey me, ordinary people and rulers alike. I will forgive their sins and forget the evil things they have done.”
35I am the Lord All-Powerful.
I command the sun
to give light each day,
the moon and stars
to shine at night,
and ocean waves to roar.
36I will never forget
to give those commands,
and I will never let Israel
stop being a nation.
I, the Lord, have spoken.
37Can you measure the heavens?
Can you explore
the depths of the earth?
That's how hard it would be
for me to reject Israel forever,
even though they have sinned.
I, the Lord, have spoken.
Jerusalem Will Be Rebuilt
38The Lord said:
Someday, Jerusalem will truly belong to me. It will be rebuilt with a boundary line running from Hananel Tower to Corner Gate. 39From there, the boundary will go in a straight line to Gareb Hill, then turn toward Goah. 40Even that disgusting Hinnom Valley#31.40 that disgusting Hinnom Valley: The Hebrew text has “the whole valley of the dead bodies and of the fatty ashes,” which probably refers to Hinnom Valley, just southwest of Jerusalem, where human sacrifices had been offered to foreign gods. will be sacred to me, and so will the eastern slopes that go down from Horse Gate into Kidron Valley. Both Israel and Judah Will Be Rescued
1“At that time,” declares the Lord, “I will be the God of all the families of Israel, and they will be my people.”
2This is what the Lord says:
The people who survived the wars have found favor in the desert.
Israel went to find its rest.
3The Lord appeared to me in a faraway place and said,
“I love you with an everlasting love.
So I will continue to show you my kindness.
4Once again I will build you up,
and you will be rebuilt, my dear people Israel.
Once again you will take your tambourines,
and you will go dancing with happy people.
5Once again you will plant vineyards on the mountains of Samaria.
Those who plant them will enjoy the fruit.
6There will be a day when watchmen on the mountains of Ephraim
will call out this message:
‘Arise! Let’s go to Zion, to the Lord our God.’ ”
7This is what the Lord says:
Sing a happy song about Jacob.
Sing joyfully for the leader of the nations.
Shout, sing praise, and say,
“O Lord, rescue your people, the remaining few from Israel.”
8“I will bring them from the land of the north.
I will gather them from the farthest parts of the earth.
Blind people and lame people will return
together with pregnant women and those in labor.
A large crowd will return here.
9They will cry as they return.
They will pray as I bring them back.
I will lead them beside streams
on a level path where they will not stumble.
I will be a Father to Israel,
and Ephraim will be my firstborn.
10“You nations, listen to the Lord’s word.
Tell it to the distant islands.
Say, ‘The one who scattered the people of Israel will gather them
and watch over them as a shepherd watches over his flock.’
11The Lord will free the descendants of Jacob
and reclaim them from those who are stronger than they are.
12They will come and shout for joy on top of Mount Zion.
They will stream to it to enjoy the Lord’s blessings:
fresh grain, new wine, and olive oil, lambs and calves.
Their lives will be like well-watered gardens,
and they will never suffer again.
13Then young women will rejoice and dance
along with young men and old men.
I will turn their mourning into joy.
I will comfort them.
I will give them joy in place of their sorrow.
14I will satisfy the priests with rich food.
My people will be filled with my blessings,” declares the Lord.
15This is what the Lord says:
A sound is heard in Ramah,
the sound of crying in bitter grief.
Rachel is crying for her children.
She refuses to be comforted,
because they are dead.
16This is what the Lord says:
Stop your crying, and wipe away your tears.
You will be rewarded for your work, declares the Lord.
You will return from the land of the enemy.
17Your future is filled with hope, declares the Lord.
Your children will return to their own territory.
18“I have certainly heard Ephraim mourn and say,
‘You disciplined me, and I was disciplined.
I was like a young, untrained calf.
Turn me, and I will be turned,
because you are the Lord my God.
19After I was turned around, I changed the way I thought and acted.
After I was taught a lesson, I hung my head in shame.
I was so ashamed and humiliated,
because of all the stupid things I have done
ever since I was young.’
20Is Ephraim my dear son? Is he a pleasant child?
Even though I have often spoken against him, I still think fondly of him.
That is why my heart longs for him,
and I will certainly have compassion on him,” declares the Lord.
21Set up landmarks!
Put up road signs!
Remember the highway, the road on which you traveled.
Come back, my dear people Israel, come back to your cities.
22How long will you wander around, you unfaithful people?
The Lord will create something new on earth:
A woman will protect a man.
23This is what the Lord of Armies, the God of Israel, says: When I have brought them back from captivity, they will once again use this saying in Judah and in its cities:
“The Lord bless you, home of righteousness, holy mountain.
24Judah and all its cities will live there together.
Farmers and shepherds will also live there.
25I will give those who are weary all they need.
I will refresh everyone who is filled with sorrow.”
26At this, I woke up and looked around. My sleep had been pleasant.
27“The days are coming,” declares the Lord, “when I will plant the nations of Israel and Judah with people and animals. 28Once I watched over them to uproot them, to tear them down, and to wreck, ruin, and hurt them. Now I will watch over them to build them up and to plant them,” declares the Lord. 29“When those days come, people will no longer say, ‘Fathers have eaten sour grapes, and their children’s teeth are set on edge.’ 30But each person will die for his own sin. Whoever eats sour grapes will have his own teeth set on edge.
The New Promise
31“The days are coming,” declares the Lord, “when I will make a new promise #31:31 Or “covenant.” to Israel and Judah. 32It will not be like the promise that I made to their ancestors when I took them by the hand and brought them out of Egypt. They rejected that promise, although I was a husband to them,” declares the Lord. 33“But this is the promise that I will make to Israel after those days,” declares the Lord: “I will put my teachings inside them, and I will write those teachings on their hearts. I will be their God, and they will be my people. 34No longer will each person teach his neighbors or his relatives by saying, ‘Know the Lord.’ All of them, from the least important to the most important, will know me,” declares the Lord, “because I will forgive their wickedness and I will no longer hold their sins against them.”
35The Lord provides the sun to be a light during the day.
He orders the moon and stars to be lights during the night.
He stirs up the sea so that its waves roar.
His name is the Lord of Armies.
This is what the Lord says:
36Only if these laws stop working, declares the Lord,
will Israel’s descendants stop being a nation in my presence.
37This is what the Lord says:
Only if the heavens could be measured
or the foundations of the earth could be searched,
would I ever reject all of Israel’s descendants
because of everything that they have done, declares the Lord.
38“The days are coming,” declares the Lord, “when the city will be rebuilt for me from the Tower of Hananel to Corner Gate. 39A measuring line will stretch from there straight to the Hill of Gareb, and then it will turn to Goah. 40The whole valley, filled with its dead bodies and ashes, and the whole area to the Kidron Valley, as far as the corner of Horse Gate in the east, will be holy to the Lord. It will never be uprooted or torn down again.”
