Third Vision: Surveyor
1I looked up and saw a man with a measuring line in his hand. 2I asked, “Where are you going? ”
He answered me, “To measure Jerusalem to determine its width and length.”
3Then the angel who was speaking with me went out, and another angel went out to meet him. 4He said to him, “Run and tell this young man: Jerusalem will be inhabited without walls because of the number of people and animals in it.” # 2:4 Is 49:19; Jr 31:27; Ezk 36:11 5The declaration of the Lord: “I myself will be a wall # 2:5 Is 26:1 of fire around it, and I will be the glory within it.”
6“Listen! Listen! Flee from the land of the north” # 2:6 Jr 6:22; 10:22; 50:9 — this is the Lord’s declaration — “for I have scattered you like the four winds of heaven” — this is the Lord’s declaration. 7“Listen, Zion! Escape, you who are living with Daughter Babylon.” 8For the Lord of Armies says this: “In pursuit of his glory, he sent me against the nations plundering you, for whoever touches you touches the pupil # 2:8 Or apple of my # 2:8 Alt Hb tradition; MT reads his eye. 9For look, I am raising my hand against them, and they will become plunder for their own servants. # 2:9 Is 11:15; 19:16 Then you will know that the Lord of Armies has sent me.
10“Daughter Zion, shout for joy and be glad, for I am coming to dwell among you” — this is the Lord’s declaration. 11“Many nations will join themselves to the Lord on that day and become my # 2:11 LXX, Syr read his people. # 2:10–11 Ps 47:9; Is 42:6; Mc 4:2 I will dwell among you, and you will know that the Lord of Armies has sent me to you. 12The Lord will take possession of Judah as his portion in the Holy Land, and he will once again choose Jerusalem. # 2:12 2Ch 6:6; Zch 1:17; 3:2 13Let all humanity be silent # 2:13 Hab 2:20 before the Lord, for from his holy dwelling he has roused himself.”

1 Then I lifted up mine eyes, and saw, and hinei four keranot (horns, powers)!#2:1 i.e., empires; see Daniel chapters 2 and 7 2 And I said unto the malach that spoke with me, What are these? And he answered me, These are the keranot which have scattered Yehudah, Yisroel, and Yerushalayim.
3 And Hashem showed me arba'ah charashim (four craftsmen). 4 Then said I, What come these to do? And he spoke, saying, These are the keranot which have scattered Yehudah, so that no man did lift up his head; but these [craftsmen] are come to terrify them, to throw down the karnot haGoyim, which lifted up their keren (horn) over Eretz Yehudah to scatter her.
5 I lifted up mine eyes again, and looked, and, hinei, a man with a measuring line in his hand! 6 Then said I: Whither goest thou? And he said unto me: To measure Yerushalayim, to see what is the breadth thereof, and what is the length thereof. 7 And, hinei, the malach that spoke with me went forth, and another malach went out to meet him, 8 And said unto him: Run, speak to this na'ar (young man)#2:8 i.e. see 2:5 saying:
Yerushalayim shall be inhabited like unwalled cities
because of the multitude of men and cattle therein;
9 For I, saith Hashem,
will be unto her a chomat eish (wall of fire) round about,
and will be the kavod in the midst of her.
10 Come, come, and flee
out of the Eretz Tzafon, saith Hashem;
for I have scattered you
like the Arbah Ruchot HaShomayim, saith Hashem.
11 Come, save thyself, O Tziyon,
thou that dwellest with the Bat Bavel.
12 For thus saith Hashem Tzva'os:
After Kavod (Glory) sent me
unto the Goyim who plundered you —
the one that toucheth you
toucheth the apple of His eye —
13 Hineni, I will surely raise Mine hand against them,
and they shall be plunder to their avadim;
and ye shall know that Hashem Tzva'os hath sent me.
14 Sing and rejoice, O Bat Tziyon;
for, hineni, I will come,
and I will dwell in the midst of thee, saith Hashem.
15 And Goyim rabbim shall be joined to Hashem in Yom HaHu (that day),
and shall be Ami (My People):
and I will dwell in the midst of thee,
and thou shalt know that Hashem Tzva'os hath sent me unto thee.
16 And Hashem shall inherit Yehudah as His chelek
in the Admat HaKodesh (Holy Land),
and shall choose Yerushalayim again.
17 Be silent, Kol Basar, before Hashem;
for He has roused Himself from His Ma'on Kadosh (holy habitation).
