13
1And I saw a beast coming up out of the sea.#Dn 7:3 It had ten horns and seven heads. The whole earth was amazed and followed the beast.#Rv 17:8 4They worshiped the dragon#Rv 12:3 because he gave authority to the beast. And they worshiped the beast, saying, “Who is like the beast?#Ex 15:11; Is 46:5 Who is able to wage war against it?”

The Beast from the Earth
11Then I saw another beast coming up out of the earth; it had two horns like a lamb,#13:11 Or ram#Dn 8:3 but it spoke like a dragon. 12It exercises all the authority of the first beast on its behalf and compels the earth and those who live on it to worship the first beast, whose fatal wound was healed. 13It also performs great signs,#Dt 13:1–3; Mk 13:22; 2Th 2:9–11 even causing fire to come down from heaven to earth in front of people.#1Kg 18:38; 2Kg 1:10; Lk 9:54 14It deceives those who live on the earth#Rv 12:9 because of the signs that it is permitted to perform in the presence of the beast,#2Th 2:9–12; Rv 19:20 telling those who live on the earth to make an image#13:14 Or a statue, or a likeness of the beast who was wounded by the sword and yet lived. 15It was permitted to give breath#13:15 Or a spirit, or life to the image of the beast, so that the image of the beast could both speak and cause whoever would not worship the image of the beast to be killed.#Dn 3:5–6; Rv 20:4 16And it makes everyone — small and great, rich and poor, free and slave — to receive a mark on his right hand or on his forehead,#Rv 14:1,9,11; 16:2; 19:20; 20:4 17so that no one can buy or sell unless he has the mark: the beast’s name or the number of its name.

The First Beast
1And I saw a beast rising out of the sea, #Dan. 7:3; See ch. 12:3 with ten horns and seven heads, with ten diadems on its horns and #ch. 17:3blasphemous names on its heads. 2And the beast that I saw was #Dan. 7:6 like a leopard; its feet were like #Dan. 7:5 a bear’s, and its mouth was like #Dan. 7:4 a lion’s mouth. And to it #ver. 4, 11; [Luke 4:6] the dragon gave his power and #ch. 16:10his throne and great authority. 3One of its heads seemed to have a mortal wound, but its mortal wound was healed, and #[ch. 17:8]the whole earth marveled as they followed the beast. 4And they worshiped the dragon, for he had given his authority to the beast, and they worshiped the beast, saying, #[ch. 18:18]“Who is like the beast, and who can fight against it?”

The Second Beast
