God and Israel Make Their Agreement
1The Lord told Moses, “You, Aaron, Nadab, Abihu and 70 of the elders of Israel must come up to me. You must worship me from a distance. 2Then Moses alone must come near me. The other men must not come near. And the rest of the people must not come up the mountain with Moses.”
3So Moses told the people all the Lord’s words and laws for living. Then all of the people answered out loud together. They said, “We will do all the things that the Lord has said.” 4So Moses wrote down all the words of the Lord. And he got up early the next morning. He built an altar near the bottom of the mountain. He set up 12 stones, 1 stone for each of the 12 tribes of Israel. 5Then Moses sent young Israelite men to offer whole burnt offerings. They also sacrificed young bulls as fellowship offerings to the Lord. 6Moses took the blood of these animals. He put half of it in bowls. And he sprinkled the other half of the blood on the altar. 7Then Moses took the book with the agreement written in it. He read it so the people could hear him. And they said, “We will do everything that the Lord has said. We will obey.”
8Then Moses took the blood from the bowls. He sprinkled it on the people. He said, “This is the blood that begins the agreement. This is the agreement which the Lord has made with you about all these things.”
9Moses, Aaron, Nadab, Abihu and 70 of the elders of Israel went up the mountain. 10They saw the God of Israel. Under his feet was a surface. It looked as if it were paved with blue sapphire stones. And it was as clear as the sky! 11These leaders of the Israelites saw God. But God did not destroy them. Then they ate and drank together.
Moses Gets the Stone Tablets
12The Lord said to Moses, “Come up the mountain to me. Wait there, and I will give you two stone tablets. On these are the teachings and the commandments. I have written these to teach the people.”
13So Moses and his helper Joshua set out. Moses went up Sinai, the mountain of God. 14Moses said to the elders, “Wait here for us until we come back to you. Aaron and Hur are with you. Anyone who has a disagreement with others can take it to them.”
Moses Meets with God
15When Moses went up on the mountain, the cloud covered it. 16The greatness of the Lord came down on Mount Sinai. The cloud covered the mountain for six days. On the seventh day the Lord called to Moses from inside the cloud. 17The Israelites could see the greatness of the Lord. It looked like a fire burning on top of the mountain. 18Then Moses went into the cloud and went higher up the mountain. Moses was on the mountain for 40 days and 40 nights.

Confirming the Covenant
1And to Moses he said, “Go up to Yahweh—you and Aaron, Nadab and Abihu, and seventy from the elders of Israel—and you will worship at a distance. 2And Moses alone#Or “by himself”; literally “to the solitude of him” will come near to Yahweh, and they will not come near, and the people will not go up with him.”
3And Moses came, and he told the people all the words of Yahweh and all the regulations. And all the people answered with one voice, and they said, “All the words that Yahweh has spoken we will do.”
4And Moses wrote all the words of Yahweh, and he rose early in the morning, and he built an altar at the base of the mountain and set up twelve memorial stones for the twelve tribes of Israel. 5And he sent young men from the Israelites,#Literally “sons/children of Israel” and they offered burnt offerings, and they sacrificed sacrifices as fellowship offerings to Yahweh using bulls. 6And Moses took half of the blood, and he put it in bowls, and half of the blood he sprinkled on the altar. 7And he took the scroll of the covenant and read it in the hearing of the people, and they said, “All that Yahweh has spoken we will do, and we will listen.”#Or “we will attentively do” or “we will obediently do” 8And Moses took the blood and sprinkled it on the people, and he said, “Look, the blood of the covenant that Yahweh has made with you in accordance with all these words.”
9And Moses and Aaron, Nadab and Abihu, and seventy from the elders of Israel went up. 10And they saw the God of Israel, and what was under his feet was like sapphire tile work and like the very heavens for clearness. 11And toward the leaders of the Israelites#Literally “sons/children of Israel” he did not stretch out his hand, and they beheld God, and they ate, and they drank.
The Start of Forty Days and Nights on Mount Sinai
12And Yahweh said to Moses, “Come up to me on the mountain, and be there, and I will give you the tablets of stone and the law and the commandments that I have written to instruct them.” 13And Moses got up, and Joshua, his assistant, and Moses went up to the mountain of God.
14And to the elders he said, “Wait for us here until we return to you. And look, Aaron and Hur are with you. Whoever has a dispute#Literally “is owner of words” will bring it to you.”
15And Moses went up to the mountain, and the cloud covered the mountain. 16And the glory of Yahweh settled on Mount Sinai, and the cloud covered it for six days, and he called to Moses on the seventh day from the midst of the cloud. 17And the appearance of the glory of Yahweh was like a consuming fire on the top of the mountain to the eyes of#Or “in the sight of” the Israelites.#Literally “sons/children of Israel” 18And Moses went into the midst of the cloud, and he went up the mountain, and Moses was on the mountain forty days and forty nights.
