For everyone partaking of cholov is unacquainted with HaDivrei Tzedek, for he is an olel (infant). But solid okhel is for the mevugarim (mature ones, adults), the ones whose keilim (faculties) have been trained by practice for distinguishing both HaTov and HaRah.
