1
The Command to Leave Horeb
1These are the words which Moses spoke to all Israel on the other side of the Jordan in the wilderness, in the plain opposite Suph, between Paran and Tophel and Laban and Hazeroth and Dizahab. 2(It is an eleven-day journey from Horeb by the way of Mount Seir to Kadesh Barnea.) # Nu 13:26; 32:8
3In the fortieth year, # Nu 33:38 in the eleventh month, on the first day of the month, Moses spoke to the Israelites, according to all that the Lord had commanded him to give to them. 4It was after he had slain Sihon the king of the Amorites, who lived in Heshbon, and Og the king of Bashan, who lived at Ashtaroth in Edrei. # Nu 21:21–35; Ne 9:22
5Across the Jordan, in the land of Moab, Moses began to declare this law, saying: 6The Lord our God spoke to us in Horeb, # Ex 3:1 saying, “You have dwelt long enough at this mountain. 7Turn, and take your journey, and go to the mountains of the Amorites, and to all their neighbors, in the plain, in the mountains and in the lowland, in the Negev # Jos 10:40 and by the seacoast, to the land of the Canaanites and to Lebanon, as far as the great river, the Euphrates River. # Dt 11:24 8See, I have set the land before you. Go in and possess the land which the Lord swore to your fathers, Abraham, Isaac, and Jacob, to give to them and to their descendants after them.” # Ge 12:7; 15:18
Leaders Appointed
9I spoke to you at that time, saying, “I am not able to bear you by myself. # Ex 18:18 10The Lord your God has multiplied you, and behold, you are this day as numerous as the stars of heaven. # Ge 15:5; Dt 10:22 11May the Lord, the God of your fathers, make you a thousand times more numerous and bless you, just as He has promised you! # Ge 22:17; Ex 32:13 12How can I myself bear your load and your burden and your strife? 13Choose wise, discerning, and knowing men, among your tribes, # Ex 18:21; Nu 11:16–17 and I will appoint them as leaders over you.”
14You answered me, and said, “The thing which you have said is good for us to do.”
15So I took the leaders of your tribes, wise and well-known men, and appointed them as leaders over you, leaders over thousands, and leaders over hundreds, and leaders over fifties, and leaders over tens, and officers among your tribes. 16I charged your judges at that time, saying, “Hear the issues between your countrymen, and judge righteously # Jn 7:24 between every man and his fellow countryman, and the foreigner that is with him. # Lev 24:22 17You shall not show partiality in judgment, # Lev 19:15 but you shall hear the small as well as the great. You shall not be afraid in any man’s presence, for the judgment is God’s. The case that is too hard for you, you shall bring it to me, and I will hear it.” # Ex 18:26 18At that time, I commanded you all the things you should do.
Israel Sends Spies
19When we departed from Horeb, we went through all that great and terrible wilderness, # Dt 8:15; Jer 2:6 which you saw by the way of the mountain of the Amorites, as the Lord our God commanded us, and we came to Kadesh Barnea. # Dt 1:2 20I said to you, “You have come to the mountains of the Amorites, which the Lord our God is giving to us. 21See, the Lord your God has set the land before you. Go up and possess it, just as the Lord, the God of your fathers, spoke to you. Do not fear or be discouraged.” # Jos 1:9
22So all of you came near to me and said, “Let us send men before us, so that they shall scout out the land, and bring back to us word concerning what way we should go up and into what cities we shall come.”
23The thing pleased me, and I took twelve men from you, one out of each tribe. 24They turned and went up into the hill country and came to the Valley of Eshkol and scouted it out. # Nu 13:21–27 25They took the fruit of the land in their hands, and brought it down to us, and brought us word again, and said, “It is a good land which the Lord our God is giving us.”
Israel Rebels
26Yet you were not willing to go up, but rebelled against the commandment of the Lord your God. # Nu 14:1–4 27You murmured in your tents, and said, “Because the Lord hates us, # Dt 9:28 He has brought us out of the land of Egypt to deliver us into the hand of the Amorites to destroy us. # Nu 14:3 28Where shall we go up? Our brothers have discouraged our hearts, saying, ‘The people are greater and taller than we. The cities are great and walled up to heaven. And moreover, we have seen the sons of the Anakites there.’ ” # Nu 13:28–33; Dt 9:1–2
29Then I said to you, “Do not be terrified, or afraid of them. 30The Lord your God who goes before you, He shall fight for you, # Ex 14:14; Ne 4:20 just as all that He did for you in Egypt before your eyes, 31and in the wilderness, where you saw how the Lord your God carried you, # Isa 46:3–4; 63:9 as a man carries his son, in all the way that you went, until you came to this place.”
32Yet in this thing you did not believe the Lord your God, # Ps 106:24; Jude 5 33who went in the way before you, to find you a place to pitch your tents, in fire by night and in a cloud by day, # Ps 78:14 to show you by what way you should go. # Nu 10:33
34The Lord heard the sound of your words, and was angry, and vowed, saying, 35“Not one of these men of this evil generation will see the good land which I swore to give to your fathers. 36The exception will be Caleb the son of Jephunneh. He shall see it, and to him I will give the land upon which he has walked, and to his children, because he has wholly followed the Lord.” # Nu 14:24
37Also the Lord was angry with me on your account, saying, “You also shall not go in. # Nu 20:12; Dt 4:21 38But Joshua the son of Nun, who stands before you, he shall go in. # Nu 14:30 Encourage him, for he will cause Israel to inherit it. # Dt 3:28 39Moreover, your little ones, who you said would be a prey, # Nu 14:3 and your children, who in that day had no knowledge between good and evil, # Ge 2:9; Isa 7:15–16 they shall go in, and to them will I give it, and they shall possess it. 40But as for you, turn around, and take your journey into the wilderness by the way of the Red Sea.” # Nu 14:25
41Then you answered me, “We have sinned against the Lord. We will go up and fight, just as the Lord our God commanded us.” So each of you girded on his weapons of war and you thought it easy to go up into the hill country.
42Then the Lord said to me, “Tell them, ‘Do not go up nor fight, for I am not among you; lest you be defeated before your enemies.’ ”
43So I spoke to you, but you would not listen. Instead, you rebelled against the commandment of the Lord and went presumptuously up into the hill country. # Nu 14:44 44The Amorites, who lived in the hill country, came out against you, and chased you as bees do, # Ps 118:12 and destroyed you in Seir as far as Hormah. # Nu 14:45 45Then you returned and wept before the Lord, but the Lord would neither listen to your voice nor give ear to you. 46So you dwelt in Kadesh many days, # Nu 20:1, 22 according to the days you dwelt there.

Deḇarim (Deuteronomy) 1
1
1These are the words which Mosheh spoke to all Yisra’ĕl beyond the Yardĕn in the wilderness, in the desert plain opposite Suph, between Paran and Tophel, and Laḇan, and Ḥatsĕroth, and Di Zahaḇ,
2eleven days’ journey from Ḥorĕḇ by way of Mount Sĕ‛ir to Qaḏĕsh Barnĕa.
3And it came to be in the fortieth year, in the eleventh new moon, on the first day of the new moon, that Mosheh spoke to the children of Yisra’ĕl according to all that יהוה had commanded him concerning them,
4after he had stricken Siḥon sovereign of the Amorites, who dwelt in Ḥeshbon, and Oḡ sovereign of Bashan, who dwelt at Ashtaroth in Eḏre‛i.
5Beyond the Yardĕn, in the land of Mo’aḇ, Mosheh undertook to declare this Torah, saying,
6“יהוה our Elohim spoke to us in Ḥorĕḇ, saying, ‘You have dwelt long enough at this mountain.
7Turn and set out on your way, and go into the mountains of the Amorites, and to all the neighbouring places in the desert plain, in the mountains and in the low country, and in the Negeḇ and on the seacoast, to the land of the Kena‛anites and to Leḇanon, as far as the great river, the River Euphrates.
8See, I have set the land before you. Go in and possess the land which יהוה swore to your fathers, to Aḇraham, to Yitsḥaq, and to Ya‛aqoḇ, to give to them and their seed after them.’
9“And I spoke to you at that time, saying, ‘I am unable to bear you by myself.
10יהוה your Elohim has increased you, and see, you are today as numerous as the stars of the heavens.
11יהוה Elohim of your fathers is going to add to you a thousand times more than you are, and bless you as He has spoken to you!
12How do I bear your pressure and your burden and your strife, by myself?
13Choose men, wise and understanding, and known to your tribes, and let me appoint them as your heads.’
14“And you answered me and said, ‘The word which you have spoken to us to do is good.’
15“And I took the heads of your tribes, wise men and known, and made them heads over you, leaders of thousands, and leaders of hundreds, and leaders of fifties, and leaders of tens, and officers for your tribes.
16“And I commanded your judges at that time, saying, ‘When hearing between your brothers, judge righteously between a man and his brother or the stranger who is with him.
17Do not show partiality in right-ruling, hear the small as well as the great. Do not be afraid of anyone’s face, for the right-ruling belongs to Elohim. And the case which is too hard for you, bring it to me, and I shall hear it.’
18“And I commanded you at that time all the words which you should do.
19“Then we set out from Ḥorĕḇ, and went through all that great and awesome wilderness which you saw on the way to the mountains of the Amorites, as יהוה our Elohim had commanded us. And we came to Qaḏĕsh Barnĕa.
20“And I said to you, ‘You have come to the mountains of the Amorites, which יהוה our Elohim is giving us.
21See, יהוה your Elohim has set the land before you. Go up and possess it, as יהוה Elohim of your fathers has spoken to you. Do not fear, nor be discouraged.’
22“And all of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we would come.’
23“And the matter was good in my eyes, so I took twelve of your men, one man from each tribe.
24“And they turned and went up into the mountains, and came to the wadi Eshkol, and spied it out.
25And they took some of the fruit of the land in their hands and brought it down to us. And they brought back word to us, saying, ‘The land which יהוה our Elohim is giving us is good.’ ”
26“But you would not go up and rebelled against the mouth of יהוה your Elohim,
27and grumbled in your tents, and said, ‘Because יהוה was hating us, He has brought us out of the land of Mitsrayim to give us into the hand of the Amorites, to destroy us.
28Where are we going to? Our brothers have made our hearts melt, saying, The people are greater and taller than we, the cities are great and walled up to the heavens, and we saw the sons of the Anaqim there too.” ’ ”
29“Then I said to you, ‘Have no dread or fear of them.
30יהוה your Elohim, who is going before you, He does fight for you, according to all He did for you in Mitsrayim before your eyes,
31and in the wilderness, where you saw how יהוה your Elohim has borne you, as a man bears his son, in all the way that you went until you came to this place.’
32Yet in this matter you are putting no trust in יהוה your Elohim,”
33who is going before you in the way to seek out a place for you to pitch your tents, to show you the way you should go, in fire by night and in a cloud by day.
34“And יהוה heard the voice of your words, and was wroth, and took an oath, saying,
35Not one of these men of this evil generation shall see that good land of which I swore to give to your fathers,
36except Kalĕḇ son of Yephunneh. He shall see it, and to him and his children I give the land on which he walked, because he followed יהוה completely.’
37“And יהוה was enraged with me for your sakes, saying, ‘You do not go in there, either.
38Yehoshua the son of Nun, who stands before you, he shall go in there. Strengthen him, for he shall cause Yisra’ĕl to inherit.
39And your little ones and your children, who you say are for a prey, who today have no knowledge of good and evil, they are going in there. And to them I give it, and they are to possess it.
40But you, turn and take your journey into the wilderness by the Way of the Sea of Reeds.’
41“Then you answered and said to me, ‘We have sinned against יהוה. We ourselves are going up, and we shall fight, as יהוה our Elohim commanded us.’ And when each one of you had girded on his battle gear, you were ready to go up into the mountain.
42And יהוה said to me, ‘Say to them, “Do not go up nor fight, for I am not in your midst, lest you be smitten before your enemies.” ’ ”
43“So I spoke to you, but you would not listen and rebelled against the mouth of יהוה, and acted proudly, and went up into the mountain.
44“Then the Amorites who dwelt in that mountain came out against you and chased you as bees do, and drove you back from Sĕ‛ir to Ḥormah.
45“And you returned and wept before יהוה, but יהוה would not listen to your voice nor give ear to you.
46“So you dwelt in Qaḏĕsh many days, according to the days that you dwelt.
