Israel Designates Cities of Refuge
1 The Lord instructed Joshua: 2 “Have the Israelites select#tn Heb “Say to the sons of Israel, ‘Set aside for yourselves.’” the cities of refuge#tn Or “asylum.” that I told you about through Moses. 3 Anyone who accidentally kills someone can escape there;#tn Heb “so that the one who kills, taking life accidentally without knowledge, may flee there.” these cities will be a place of asylum from the avenger of blood. 4 The one who committed manslaughter#tn Heb “he”; the referent (the one who accidentally kills another, cf. v. 2) has been specified in the translation for clarity. should escape to one of these cities, stand at the entrance of the city gate, and present his case to the leaders of that city.#tn Heb “and speak into the ears of the elders of that city his words.” They should then bring him into the city, give him a place to stay, and let him live there.#tn Heb “and they should gather him into the city to themselves, give to him a place, and he will live with them.” 5 When the avenger of blood comes after him, they must not hand over to him the one who committed manslaughter, for he accidentally killed his fellow man without premeditation.#tn Heb “for without knowledge he killed his neighbor, and he was not hating him prior to that.” 6 He must remain#tn Or “live.” in that city until his case is decided by the assembly#tn Heb “until he stands before the assembly for judgment.” and the high priest dies.#tn Heb “until the death of the high priest who is in those days.” Then the one who committed manslaughter may return home to the city from which he escaped.”#tn Heb “may return and enter his city and his house, the city from which he escaped.”

Joshua 20
20
1 The LORD spoke to Joshua, saying, 2“Speak to the children of Israel, saying, ‘Assign the cities of refuge, of which I spoke to you by Moses, 3that the man slayer who kills any person accidentally or unintentionally may flee there. They shall be to you for a refuge from the avenger of blood. 4He shall flee to one of those cities, and shall stand at the entrance of the gate of the city, and declare his case in the ears of the elders of that city. They shall take him into the city with them, and give him a place, that he may live among them. 5If the avenger of blood pursues him, then they shall not deliver up the man slayer into his hand; because he struck his neighbor unintentionally, and didn’t hate him before. 6He shall dwell in that city until he stands before the congregation for judgment, until the death of the high priest that shall be in those days. Then the man slayer shall return, and come to his own city, and to his own house, to the city he fled from.’”
7 They set apart Kedesh in Galilee in the hill country of Naphtali, Shechem in the hill country of Ephraim, and Kiriath Arba (also called Hebron) in the hill country of Judah. 8Beyond the Jordan at Jericho eastward, they assigned Bezer in the wilderness in the plain out of the tribe of Reuben, Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh. 9These were the appointed cities for all the children of Israel, and for the alien who lives among them, that whoever kills any person unintentionally might flee there, and not die by the hand of the avenger of blood, until he stands trial before the congregation.
