The King Institutes Religious Reform

All the people were there, from the youngest to the oldest. He read aloud#tn Heb “read in their ears.” all the words of the scroll of the covenant that had been discovered in the Lord’s temple. 3 The king stood by the pillar and renewed#tn Heb “cut,” that is, “made, agreed to.” the covenant before the Lord, agreeing to follow#tn Heb “walk after.” the Lord and to obey his commandments, laws, and rules with all his heart and being,#tn Or “soul.” by carrying out the terms#tn Heb “words.” of this covenant recorded on this scroll. 4 The king ordered Hilkiah the high priest, the high-ranking priests,#tn Heb “the priests of the second [rank],” that is, those ranked just beneath Hilkiah. and the guards#tn Or “doorkeepers.” to bring out of the Lord’s temple all the items that were used in the worship of#tn Heb “for.” Baal, Asherah, and all the stars of the sky.#tn Heb “all the host of heaven” (also in v. 5). 8 He brought all the priests from the cities of Judah and ruined#tn Heb “defiled; desecrated,” that is, “made ritually unclean and unusable.” the high places where the priests had offered sacrifices, from Geba to Beer Sheba.#sn These towns marked Judah’s northern and southern borders, respectively, at the time of Josiah. He tore down the high place of the goat idols#tc The Hebrew text reads “the high places of the gates,” which is problematic in that the rest of the verse speaks of a specific gate. The translation assumes an emendation to בָּמוֹת הַשְּׁעָרִים (bamot hashÿ’arim), “the high place of the goats” (that is, goat idols). Worship of such images is referred to in Lev 17:7 and 2 Chr 11:15. For a discussion of the textual issue, see M. Cogan and H. Tadmor, II Kings (AB), 286-87. situated at the entrance of the gate of Joshua, the city official, on the left side of the city gate. 9 (Now the priests of the high places did not go up to the altar of the Lord in Jerusalem, but they did eat unleavened cakes among their fellow priests.)#tn Heb “their brothers.” 10 The king#tn Heb “he”; the referent (the king) has been specified in the translation for clarity. ruined Topheth in the Valley of Ben Hinnom so that no one could pass his son or his daughter through the fire to Molech.#sn Attempts to identify this deity with a god known from the ancient Near East have not yet yielded a consensus. For brief discussions see M. Cogan and H. Tadmor II Kings (AB), 288 and HALOT 592 s.v. מֹלֶךְ. For more extensive studies see George C. Heider, The Cult of Molek, and John Day, Molech: A God of Human Sacrifice in the Old Testament. 11 He removed from the entrance to the Lord’s temple the statues of horses#tn The MT simply reads “the horses.” The words “statues of” have been supplied in the translation for clarity. that the kings of Judah had placed there in honor of the sun god. (They were kept near the room of Nathan Melech the eunuch, which was situated among the courtyards.)#tn Heb “who/which was in the […?].” The meaning of the Hebrew term פַּרְוָרִים (parvarim), translated here “courtyards,” is uncertain. The relative clause may indicate where the room was located or explain who Nathan Melech was, “the eunuch who was in the courtyards.” See M. Cogan and H. Tadmor, II Kings (AB), 288-89, who translate “the officer of the precincts.” He burned up the chariots devoted to the sun god.#tn Heb “and the chariots of the sun he burned with fire.” 12 The king tore down the altars the kings of Judah had set up on the roof of Ahaz’s upper room, as well as the altars Manasseh had set up in the two courtyards of the Lord’s temple. He crushed them up#tc The MT reads, “he ran from there,” which makes little if any sense in this context. Some prefer to emend the verbal form (Qal of רוּץ [ruts], “run”) to a Hiphil of רוּץ with third plural suffix and translate, “he quickly removed them” (see BDB 930 s.v. רוּץ, and M. Cogan and H. Tadmor, II Kings [AB], 289). The suffix could have been lost in MT by haplography (note the mem [מ] that immediately follows the verb on the form מִשֳׁם, misham, “from there”). Another option, the one reflected in the translation, is to emend the verb to a Piel of רָצַץ (ratsats), “crush,” with third plural suffix. and threw the dust in the Kidron Valley. 13 The king ruined the high places east of Jerusalem, south of the Mount of Destruction,#sn This is a derogatory name for the Mount of Olives, involving a wordplay between מָשְׁחָה (mashÿkhah), “anointing,” and מַשְׁחִית (mashÿkhit), “destruction.” See HALOT 644 s.v. מַשְׁחִית and M. Cogan and H. Tadmor, II Kings (AB), 289. that King Solomon of Israel had built for the detestable Sidonian goddess Astarte, the detestable Moabite god Chemosh, and the horrible Ammonite god Milcom. 14 He smashed the sacred pillars to bits, cut down the Asherah pole, and filled those shrines#tn Heb “their places.” with human bones.
15 He also tore down the altar in Bethel#map For location see Map4-G4; Map5-C1; Map6-E3; Map7-D1; Map8-G3. at the high place made by Jeroboam son of Nebat, who encouraged Israel to sin.#tn Heb “And also the altar that is in Bethel, the high place that Jeroboam son of Nebat who encouraged Israel to sin, also that altar and the high place he tore down.” The more repetitive Hebrew text is emphatic. He burned all the combustible items at that high place and crushed them to dust; including the Asherah pole.#tn Heb “he burned the high place, crushing to dust, and he burned the Asherah pole.” High places per se are never referred to as being burned elsewhere. בָּמָה (bamah) here stands by metonymy for the combustible items located on the high place. See M. Cogan and H. Tadmor, II Kings (AB), 289. 16 When Josiah turned around, he saw the tombs there on the hill. So he ordered the bones from the tombs to be brought;#tn Heb “and he sent and took the bones from the tombs.” he burned them on the altar and defiled it. This fulfilled the Lord’s announcement made by the prophet while Jeroboam stood by the altar during a festival. King Josiah#tn Heb “the king”; this has been specified as “King Josiah” in the translation for clarity (cf. TEV, CEV, NLT). turned and saw the grave of the prophet who had foretold this.#tc The MT is much shorter than this. It reads, “according to the word of the Lord which the man of God proclaimed, who proclaimed these words.” The LXX has a much longer text at this point. It reads: “[which was proclaimed by the man of God] while Jeroboam stood by the altar at a celebration. Then he turned and saw the grave of the man of God [who proclaimed these words].” The extra material attested in the LXX was probably accidentally omitted in the Hebrew tradition when a scribe’s eye jumped from the first occurrence of the phrase “man of God” (which appears right before the extra material) and the second occurrence of the phrase (which appears at the end of the extra material).sn This recalls the prophecy recorded in 1 Kgs 13:2. 17 He asked, “What is this grave marker I see?” The men from the city replied, “It’s the grave of the prophet#tn Heb “man of God.” who came from Judah and foretold these very things you have done to the altar of Bethel.” 18 The king#tn Heb “he”; the referent (the king) has been specified in the translation for clarity. said, “Leave it alone! No one must touch his bones.” So they left his bones undisturbed, as well as the bones of the Israelite prophet buried beside him.#tn Heb “and they left undisturbed his bones, the bones of the prophet who came from Samaria.” If the phrase “the bones of the prophet” were appositional to “his bones,” one would expect the sentence to end “from Judah” (see v. 17). Apparently the “prophet” referred to in the second half of the verse is the old prophet from Bethel who buried the man of God from Judah in his own tomb and instructed his sons to bury his bones there as well (1 Kgs 13:30-31). One expects the text to read “from Bethel,” but “Samaria” (which was not even built at the time of the incident recorded in 1 Kgs 13) is probably an anachronistic reference to the northern kingdom in general. 19 Josiah also removed all the shrines on the high places in the cities of Samaria. The kings of Israel had made them and angered the Lord.#tc Heb “which the kings of Israel had made, angering.” The object has been accidentally omitted in the MT. It appears in the LXX, Syriac, and Vulgate versions. He did to them what he had done to the high place in Bethel.#tn Heb “and he did to them according to all the deeds he had done in Bethel.”map For location see Map4-G4; Map5-C1; Map6-E3; Map7-D1; Map8-G3. 20 He sacrificed all the priests of the high places on the altars located there, and burned human bones on them. Then he returned to Jerusalem.
21 The king ordered all the people, “Observe the Passover of the Lord your God, as prescribed in this scroll of the covenant.” 22 He issued this edict because#tn The Hebrew text has simply “because.” The translation attempts to reflect more clearly the logical connection between the king’s order and the narrator’s observation. Another option is to interpret כִּי (ki) as asseverative and translate, “indeed.” a Passover like this had not been observed since the days of the judges; it was neglected for the entire period of the kings of Israel and Judah.#tn Heb “because there had not been observed [one] like this Passover from the days of the judges who judged Israel and all the days of the kings of Israel and the kings of Judah.” 23 But in the eighteenth year of King Josiah’s reign, such a Passover of the Lord was observed in Jerusalem.
24 Josiah also got rid of#tn Here בִּעֵר (bi’er) is not the well attested verb “burn,” but the less common homonym meaning “devastate, sweep away, remove.” See HALOT 146 s.v. בער. the ritual pits used to conjure up spirits,#sn See the note at 2 Kgs 21:6. the magicians, personal idols, disgusting images,#sn See the note at 1 Kgs 15:12. and all the detestable idols that had appeared in the land of Judah and in Jerusalem. In this way he carried out the terms of the law#tn Heb “carrying out the words of the law.” recorded on the scroll that Hilkiah the priest had discovered in the Lord’s temple. 25 No king before or after repented before the Lord as he did, with his whole heart, soul, and being in accordance with the whole law of Moses.#tn Heb “and like him there was not a king before him who returned to the Lord with all his heart, and with all his soul, and with all his being according to all the law of Moses, and after him none arose like him.”sn The description of Josiah’s devotion as involving his whole “heart, soul, and being” echoes the language of Deut 6:5.
26 Yet the Lord’s great anger against Judah did not subside; he was still infuriated by all the things Manasseh had done.#tn Heb “Yet the Lord did not turn away from the fury of his great anger, which raged against Judah, on account of all the infuriating things by which Manasseh had made him angry.” 27 The Lord announced, “I will also spurn Judah,#tn Heb “Also Judah I will turn away from my face.” just as I spurned Israel. I will reject this city that I chose – both Jerusalem and the temple, about which I said, “I will live there.”#tn Heb “My name will be there.”
28 The rest of the events of Josiah’s reign and all his accomplishments are recorded in the scroll called the Annals of the Kings of Judah.#tn Heb “As for the rest of the events of Josiah, and all which he did, are they not written on the scroll of the events of the days of the kings of Judah?” 29 During Josiah’s reign Pharaoh Necho king of Egypt marched toward#tn Heb “went up to.” The idiom עַל…עָלָה (’alah …’al) can sometimes mean “go up against,” but here it refers to Necho’s attempt to aid the Assyrians in their struggle with the Babylonians. the Euphrates River to help the king of Assyria. King Josiah marched out to fight him, but Necho#tn Heb “he”; the referent (Necho) has been specified in the translation for clarity. killed him at Megiddo#map For location see Map1-D4; Map2-C1; Map4-C2; Map5-F2; Map7-B1. when he saw him. 30 His servants transported his dead body#tn Heb “him, dead.” from Megiddo in a chariot and brought it to Jerusalem, where they buried him in his tomb. The people of the land took Josiah’s son Jehoahaz, poured olive oil on his head,#tn Or “anointed him.” and made him king in his father’s place.
Jehoahaz’s Reign over Judah
31 Jehoahaz was twenty-three years old when he became king, and he reigned three months in Jerusalem.#map For location see Map5-B1; Map6-F3; Map7-E2; Map8-F2; Map10-B3; JP1-F4; JP2-F4; JP3-F4; JP4-F4. His mother#tn Heb “the name of his mother.” was Hamutal the daughter of Jeremiah, from Libnah. 32 He did evil in the sight of#tn Heb “in the eyes of.” the Lord as his ancestors had done.#tn Heb “according to all which his fathers had done.” 33 Pharaoh Necho imprisoned him in Riblah in the land of Hamath and prevented him from ruling in Jerusalem.#tc The consonantal text (Kethib) has “when [he was] ruling in Jerusalem,” but the marginal reading (Qere), which has support from Hebrew, Greek, Aramaic, and Latin witnesses, has “[preventing him] from ruling in Jerusalem.” He imposed on the land a special tax#tn Or “fine.” of one hundred talents#tn The Hebrew term כִּכָּר (kikkar, “circle”) refers generally to something that is round. When used of metals it can refer to a disk-shaped weight made of the metal or to a standard unit of weight, generally regarded as a talent. Since the accepted weight for a talent of metal is about 75 pounds, this would have amounted to about 7,500 pounds of silver and 75 pounds of gold (cf. NCV, NLT); CEV “almost four tons of silver and about seventy-five pounds of gold.” of silver and a talent of gold. 34 Pharaoh Necho made Josiah’s son Eliakim king in Josiah’s place, and changed his name to Jehoiakim. He took Jehoahaz to Egypt, where he died.#tn Heb “and he took Jehoahaz, and he came to Egypt and he died there.” 35 Jehoiakim paid Pharaoh the required amount of silver and gold, but to meet Pharaoh’s demands Jehoiakim had to tax the land. He collected an assessed amount from each man among the people of the land in order to pay Pharaoh Necho.#tn Heb “And the silver and the gold Jehoiakim gave to Pharaoh, but he taxed the land to give the silver at the command of Pharaoh, [from] each according to his tax he collected the silver and the gold, from the people of the land, to give to Pharaoh Necho.”
Jehoiakim’s Reign over Judah
36 Jehoiakim was twenty-five years old when he became king, and he reigned for eleven years in Jerusalem.#map For location see Map5-B1; Map6-F3; Map7-E2; Map8-F2; Map10-B3; JP1-F4; JP2-F4; JP3-F4; JP4-F4. Josiah’s Covenantal Reforms
1So the king sent word, and all of the elders of Judah and Jerusalem gathered to him. 2Then the king went up to the temple of Yahweh, and all of the men of Judah and all of the inhabitants of Jerusalem were with him, including the priests, the prophets, and all of the people from smallest to greatest; and in their hearing#Literally “ears” he read all of the words of the scroll of the covenant that had been found in the temple of Yahweh. 3Then the king stood by the pillar, and he made#Literally “cut” a covenant before Yahweh, to go after Yahweh and to keep his commands and his warnings and his statutes, with all of his heart and with his all of his soul, to keep the words of this covenant written on this scroll. Then all of the people joined#Literally “stood” in the covenant.
4Then the king#That is, Josiah commanded Hilkiah the high priest, the second priests, and the keepers of the threshold, to bring out of the temple of Yahweh all of the objects made for Baal and for the Asherah and for all the host of heaven, and he burned them outside of Jerusalem in the fields of the Kidron, and then he carried their ashes to Bethel. 5He removed the priests whom the kings of Judah had ordained to burn incense on the high places at the cities of Judah and around Jerusalem and who offered incense to, to the sun, to the moon, to the constellations, and to all the host of heaven. 6He brought out the Asherah image from the temple of Yahweh outside of Jerusalem to the Wadi of the Kidron and burnt it there;#Literally “at the wadi of the Kidron” then he pulverized it to dust and threw its dust upon the tombs of the children of the people. 7He tore down the shrines of the male shrine prostitutes which were in the temple of Yahweh, where the women were weaving shrines for the Asherah. 8Then he brought all of the priests from the cities of Judah and defiled the high places where the priests from Geba up to Beersheba burned incense. He tore down the high places of the gates which were at the entrance of the gate of Joshua, the governor of the city, which were on the left of each gate of the city. 9However, the priests of the high places did not come up to the altar of Yahweh in Jerusalem, but they ate unleavened bread in the midst of their relatives. 10He defiled the Topheth which is in the Valley of Ben-Hinnom, to prevent#Literally “so that not” anyone causing his sons or his daughters to pass through the fire for Molech. 11He kept the horses that the kings of Judah had dedicated to the sun from coming to the temple of Yawheh at the side room of Nathan-Melech the eunuch, which was in the court; and the chariots of the sun he burned with fire. 12The altars which were on the roof of the upper room of Ahaz, which the kings of Judah had made, and the altars which Manasseh had made in the two courtyards of the temple of Yahweh, the king tore down and ran from there and threw their ashes into the Wadi Kidron. 13The high places which were east of Jerusalem, which were on the south of the Mountain of Destruction which Solomon king of Israel had built for Ashtoreth the abomination of the Sidonians and for Chemosh the abomination of Moab and for Molech the detestable thing of the Ammonites,#Literally “sons/children of Ammon” the king defiled. 14He also broke into pieces the stone pillars and cut down the Asherah poles and covered their sites with human bones.
15Moreover, the altar which was in Bethel, the high place which Jeroboam the son of Nebat, who had caused Israel to sin, had built, even that altar and the high place, Josiah tore down. Then he burned down the high place and crushed the pole of Asherah worship to dust and burned it with fire. 16When Josiah turned and saw the tombs which were there on the hill, he sent and took the bones from the tombs and burned them on the altar. Thus he defiled them according to the word of Yahweh that the man of God had proclaimed who had proclaimed these things. 17Then he said, “What is this gravestone that I am seeing?” The men of the city said to him, “This is the tomb of the man of God who came from Judah and proclaimed these things which you have done against the altar of Bethel.” 18So Josiah said, “Let him rest and let no man move his bones.” So they left his bones undisturbed with the bones of the prophet who had come from Samaria. 19Moreover, all of the shrines of the high places which were in the towns of Samaria which the kings of Israel had made to provoke Yahweh, Josiah removed, and he did to them like all of the deeds he had done in Bethel. 20Then he slaughtered all of the priests of the high places who were there, on the altars, and he burned the bones of the humans on them. Then he returned to Jerusalem.
Passover Renewed
21Then the king commanded all of the people, saying, “Keep the Passover to Yahweh your God, as has been written on the scroll of this covenant.” 22For they had not kept this Passover from the days of the judges who had judged over Israel or#Or “and” during the days of the kings of Israel and the kings of Judah. 23But in the eighteenth year of King Josiah, this Passover was kept for Yahweh in Jerusalem.
24Moreover, the mediums and the spiritists, the household gods and the idols, and all of the abominations that were seen in the land of Judah and in Jerusalem, Josiah removed in order to establish the words of the law written on the scroll that Hilkiah the priest had found in the temple of Yahweh. 25There was not a king like him before him, who turned to Yahweh with all of his heart and with all of his soul and with all of his might according to the law#Or “Torah” of Moses, nor did one arise like him afterwards.
26However, Yahweh did not turn from the fierceness of his great anger which was kindled against Judah because of all of the provocations with which Manasseh had provoked him. 27Yahweh had said, “Even Judah I will remove from my face, as I have removed Israel; I will reject this city that I have chosen, even Jerusalem and the house of which I said, ‘My name shall be there’!”
28The remainder of the acts of Josiah and all that he did, are they not written on the scroll of the events of the days of the kings of Judah? 29In his days, Pharaoh Neco, king of Egypt, went up against the king of Assyria at the Euphrates River. King Josiah went to meet him, and he#That is, Neco killed him at Megiddo as soon as he saw him. 30So his servants drove him dead in a chariot from Megiddo, and they brought him to Jerusalem and buried him in his tomb. Then the people of the land took Jehoahaz the son of Josiah and anointed him and made him king in place of his father.
Jehoahaz Reigns in Judah
31Jehoahaz was twenty-three years old when he became king, and he reigned three months in Jerusalem. The name of his mother was Hamutal the daughter of Jeremiah from Libnah. 32He did evil in the eyes of Yahweh according to all his ancestors#Or “fathers” had done. 33Then Pharaoh Neco confined him at Riblah in the land of Hamath, from reigning in Jerusalem, and imposed a levy on the land of a hundred talents of silver and a talent of gold.
Jehoiakim Replaces Jehoahaz
34Then Pharaoh Neco made Eliakim the son of Josiah king in place of Josiah his father, and he changed his name to Jehoiakim. Then he took Jehoahaz and brought him to Egypt, and he died there. 35The silver and the gold Jehoiakim gave to Pharaoh; however, he taxed the land to give the silver to meet the demands of Pharaoh.#Literally “on the hunger of Pharaoh” Each according to assessment, he exacted payment of the silver and the gold from the people of the land to give to Pharaoh Neco.
36Jehoiakim was twenty-five years old when he became king, and he reigned eleven years in Jerusalem. The name of his mother was Zebudah,#According to the reading tradition (Qere); Kethib reads “Zebidah” the daughter of Pedaiah from Rumah. 37He did evil in the eyes of Yahweh according to all that his ancestors#Or “fathers” had done.
