Vir ’n lang tyd was Israel sonder die ware God, sonder ’n priester om hulle te onderrig, en sonder die gebooie van God. Wanneer hulle in nood was en hulle teruggedraai het na die HERE die God van Israel en Hom gesoek het, het Hy Hom deur hulle laat vind. In daardie tye was dit nie veilig om te reis nie, want oral was daar groot onrus vir die inwoners van die land. Volk het teen volk geveg, en stad teen stad, want God het onrus en nood oor hulle gebring.
