All Israel gradually deserts God, declining politically and socially over the next 350 years. The tribe of Dan, migrating north ( c.1370 BC ), gets involved in apostasy and idolatry. Israel is led by judges. Note: Some of the periods of the judges seem to overlap. They ruled sub-areas. The appointment of judges is given in Deuteronomy 16:18. Samuel’s circuit seems to have been in the tribal area of Benjamin (1 Samuel 7:16) together with Shiloh.
