Unlike many other letters, 1 and 2 Timothy are written to a person, not a church:

-Timothy was a young coworker of Paul’s.

-The church in Ephesus that Timothy oversaw was wrought with false teaching.

-It is written almost like a to do list of things for Timothy to check in on, teach, and uphold.
