God’s intention for Heaven and Earth to come together is already happening in the first pages of Acts. Although known as the “Acts of the Apostles,” it is important to notice that Luke is very intentionally highlighting the work of the Trinitarian God in fulfilling the Plan that was there all along - to live amongst humans. The apostles (and the rest of the Church) are being empowered to carry out this Mission.
This is even evidenced in the tongues that they speak in. Rather than tongues being used as a reason for someone to be on a higher spiritual level to someone, the inclusion here is the opposite. It shows the dependence the bewildered apostles needed to have on God for everything, even the Message they proclaimed.
