Chapter 3 starts in an interesting way; Luke lays out who is ruling where at the time. It is the fifteenth year of Tiberius. Pilate is the governor of Judah, Herod of Galilee, a couple of other governors in other regions are mentioned, and the priesthood is between Caiaphas and Annas. After mentioning this, Luke takes us from the corridors of power to a very different context: the wilderness. Luke is highlighting this contrast on purpose, and we do well to notice it. The new thing that was beginning was coming from outside of the governments and religious elite of the day.
