The Children of Israel were surrounded by what the Bible calls "opposition." Their enemies were close by and doing their best to intimidate them. Still, they set up the altar on its foundation even though they were afraid of the enemies who surrounded them.
They were in a place where God called them, but they were STILL surrounded by opposition.
They were given permission to be there by God and by the King, but their enemies were still present.
In their fear, their focus remained on God, the altar, and the sacrifice.
There are times when God will call you to do something and opposition will still be present. Focus on God and the work He called you to do.
