When the new governor comes in, the Jews ask if Paul can be sent back to Jerusalem and again they have a plan to kill him. Paul argues he has done nothing to deserve a trial and appeals to Caesar. The fact he has done nothing to be imprisoned is exemplified in the fact that Festus doesn’t even know what to write to Caesar and so has Agrippa come to cross-examine him in hopes that he will have something to write and send before sending Paul off to Rome. This begins the last section of the book of Acts where Paul approaches what will be his final destination.
