In this passage the Exodus story is referenced. All along the way through the OT you find different writes of scripture talk about the Exodus story in different capacities. It is the story of redemption and rescue that characterizes God's people. And apparently when that story is offered to God's people, and when it is rejected by his people, he gives endless opportunity for his people to repent. However, there does come a point when the consequence of that rejection sets in.
