Bear With Ribs In Its Mouth
The bear likely represents the Medo-Persian Empire. It being raised up on one side shows the dominance of the Persians in this shared empire. The ribs are interesting, possibly referring to it becoming dominant by Cyrus the Great overthrowing the Babylonians. It became the biggest empire the world had seen at that time.
The command to 'devour much flesh' was certainly descriptive of these people who conquered territory in Asia, Africa and Europe.
