The 4th Beast
This beast refers to the Roman Empire, which was very different from all others before it. It was the most powerful, longest lasting and most influential of all empires.
There is not universal agreement of the 10 horns. It could represent complete power, 10 being a symbol of fullness or completeness.
My personal opinion is that the 10 horns refers to a future time when 10 nations will unite in an attempt to revive the Roman Empire. The little horn that uproots 3 of the original horns refers, I believe, to the future anti-Christ, who will take control of three of these 10 nations. Eventually he will lead the rest of this revived Roman Empire in battle against Jesus Christ when He returns to Earth.
