The 10 Horns
Some interpret the 10 horns to be 10 successive kings. However I discount this interpretation because "another shall arise after them...and shall put down three kings." If the kings were all successive then one could not put down three. The 3 had to exist at the same time.
I believe this refers to 10 rulers who will exist at the same time. The one that shall arise will be the Anti-Christ who will assume control of three of the kingdoms (nations).
The Anti-Christ will speak of himself as God and persecute true Christ followers (v 25a). He will attempt to change "times and the law"which refers to Islam having an influence and there will be some attempt to change to the Hijri calendar used by Islam and an attempt at imposing Sharia law. I want to point out this is only speculation on my part.
The "time, times and half a time" is mostly believed to refer to the Anti-Christ having sway over the world for 3.5 years (time=1, times=2, half a time=0.5).
Verses 26-27 states that the Anti-Christ will not continue forever but will be judged by God and destroyed. The saints will eventually rule in Christ's Kingdom.
