The Cities of Refuge
1The Lord also spoke to Joshua, saying, 2“Speak to the children of Israel, saying: #Ex. 21:13; Num. 35:6–34; Deut. 19:2, 9‘Appoint for yourselves cities of refuge, of which I spoke to you through Moses, 3that the slayer who kills a person accidentally or unintentionally may flee there; and they shall be your refuge from the avenger of blood. 4And when he flees to one of those cities, and stands at the entrance of the gate of the city, and declares his case in the hearing of the elders of that city, they shall take him into the city as one of them, and give him a place, that he may dwell among them. 5#Num. 35:12Then if the avenger of blood pursues him, they shall not deliver the slayer into his hand, because he struck his neighbor unintentionally, but did not hate him beforehand. 6And he shall dwell in that city #Num. 35:12, 24, 25until he stands before the congregation for judgment, and until the death of the one who is high priest in those days. Then the slayer may return and come to his own city and his own house, to the city from which he fled.’ ”
7So they appointed #Josh. 21:32; 1 Chr. 6:76Kedesh in Galilee, in the mountains of Naphtali, #Josh. 21:21; 2 Chr. 10:1Shechem in the mountains of Ephraim, and #Josh. 14:15; 21:11, 13Kirjath Arba (which is Hebron) in #Luke 1:39the mountains of Judah. 8And on the other side of the Jordan, by Jericho eastward, they assigned #Deut. 4:43; Josh. 21:36; 1 Chr. 6:78Bezer in the wilderness on the plain, from the tribe of Reuben, #Josh. 21:38; 1 Kin. 22:3Ramoth in Gilead, from the tribe of Gad, and #Josh. 21:27Golan in Bashan, from the tribe of Manasseh. 9#Num. 35:15These were the cities appointed for all the children of Israel and for the stranger who dwelt among them, that whoever killed a person accidentally might flee there, and not die by the hand of the avenger of blood #Josh. 20:6until he stood before the congregation.

1 THE Lord said also to Joshua,
2 Say to the Israelites, Appoint among you cities of refuge, of which I spoke to you through Moses,
3 That the slayer who kills anyone accidentally and unintentionally may flee there; and they shall be your refuge from the avenger of blood. [Num. 35:10ff.]
4 He who flees to one of those cities shall stand at the entrance of the gate of the city and explain his case to the elders of that city; they shall receive him to [the protection of] that city and give him a place to dwell among them.
5 If the avenger of blood pursues him, they shall not deliver the slayer into his hand, because he killed his neighbor unintentionally, having had no hatred for him previously.
6 And he shall dwell in that city until he has been tried before the congregation and until the death of him who is the high priest in those days. Then the slayer shall return to his own city from which he fled and to his own house.
7 And they set apart and consecrated Kedesh in Galilee in the hill country of Naphtali and Shechem in the hill country of Ephraim and Kiriath-arba (that is, Hebron) in the hill country of Judah.
8 Beyond the Jordan east of Jericho they appointed Bezer in the wilderness tableland from the tribe of Reuben, and Ramoth in Gilead from the tribe of Gad, and Golan in Bashan from the tribe of Manasseh.
9 These cities were for all the Israelites and the stranger sojourning among them, that whoever killed a person unintentionally might flee there and not be slain by the avenger of blood until he had been tried before the congregation.
